EU Overview of RRE

A new European leader has emerged and is reviving the borders of the old Roman Empire. The European Union fits Scripture's description of the Revived Roman Empire.

“And through his policy also he shall cause craft to prosper in his hand; and he shall magnify himself in his heart, and by peace shall destroy many: he shall also stand up against the Prince of princes; but he shall be broken without hand.” (Daniel 8:25)

In 1995 a NATO agreement between 15 EU and 12 Mediterranean nations called the European/Mediteranean Policy (EMP) laid the foundation for a revival of the old Roman Empire. EMP is called Euromed. In other words, EU Romed.

Israel's new Prime Minister, Shimon Peres, was the first to sign the EMP just three weeks after his predecessor, Yitzhak Rabin, had been assassinated for his signing of the Oslo Accords with the PLO's Yassar Arafat in 1993 at the White House in Washington DC. Thus Israeli hopes for peace turned from the US to the EU.

On November 27-28, 2005 Javier Solana celebrates the 10th anniversary of his 1995 EMP, now called the 'European Neighborhood Policy (ENP), a part of his Barcelona Process.

At this first decade celebration of the EMP the EU heads designated the year 2005 the "Year of the Mediterranean." The EU wants to extend its influence into the Mediterranean, the Middle East, and Israel. The EU has deployed peacekeeping forces into Gaza, and is negotiating to divide East and West Jerusalem in Israel.

At this ten year anniversary Javier Solana talked about 'world governance,' which means that governments of all countries of the world will come together to agree on how they will 'govern.' World 'governance' will overrule democracy in any nation.

This has already happened with the EU Constitution. Voters' rejection of it was meaningless. Elements of that constitution are being enacted and enforced piece by piece anyway.

Now that Hamas has won power over the Palestinians through a 'democratic' election, we can expect more discrediting of 'democracy' in the world.

The European Neighborhood Policy (ENP) was designed to confirm, or reinforce, the Barcelona Process which has been stalled. The ENP's seven-year funding term begins on January 1, 2007.

Then he shall confirm a covenant with many for one week; but in the middle of the week he shall bring an end to sacrifice and offering. And on the wing of abominations shall be one who makes desolate, even until the consummation, which is determined, is poured out on the desolate. (Daniel 9:27 NKJV)
Daniel specifically says the coming prince will CONFIRM the covenent. One cannot 'confirm' that which does not yet exist. (Call your doctor and try confirming an appointment you never made.) The new administration for the ENP could quite literally be the confirmation of a covenant with the many for a period of seven years.

Daniel is specific regarding terms of the covenant. It will be based on a land for peace formula (the Quartet's 'Roadmap'), and will be for seven years' duration. Recent news suggests "the many" are many nations, including Israel. EU chief Javier Solana told reporters from Israel last year, "Europe will be part of the process whether Israel likes it or not." The prophet Daniel said exactly the same thing 2500 years earlier.

That prince of the Roman Empire, Daniel writes, will 'confirm the covenant with many for one week' before breaking the deal 'in the midst of the week' and unleashing a wave of unprecedented persecution against the Jews of Israel. Speaking of that coming persecution, Jesus advised those Jews living at that time to 'flee' in Matthew 24:6.
“After that, in my vision at night I looked, and there before me was a fourth beast -- terrifying and frightening and very powerful. It had large iron teeth; it crushed and devoured its victims and trampled underfoot whatever was left. It was different from all the former beasts, and it had ten horns.
“While I was thinking about the horns, there before me was another horn, a little one, which came up among them; and three of the first horns were uprooted before it. This horn had eyes like the eyes of a man and a mouth that spoke boastfully.” (Daniel 7:7-8)
A ten-nation military alliance known as the Western European Union (WEU) appeared in Western Europe on January 1, 1995. These ten nations are members of both NATO and the European Union (EU).
These ten nations are bound together by their mutual defense obligation under the modified Brussels Treaty. They are also known as the Brussels Treaty Powers. France, Germany, United Kingdom, Spain, Italy, Greece, Belgium, Luxembourg, Netherlands, Portugal.
December 1998, at their Vienna summit, the EU's heads created the new Office of High Representative for Common Foreign and Security Policy for the European Union. The holder of this Office would be empowered by the member states to direct their common foreign policy toward the Russian Federation, the Ukraine, the Balkans and the Mediterranean. Out of over 1150 documents they generated at the summit, the document that created this office, happened to be numbered 666.
Revelation 13: 18 says, “Here is wisdom. Let him who has understanding calculate the number of the beast, for the number is that of a man; and his number is six hundred and sixty-six.”
While the EU heads were in Vienna creating this new Office, Javier Solana, as then Secretary General of NATO, was busy restructuring NATO for the post Cold War era. Now that the Soviet Union was no longer a threat, total dependence on the the U.S. was no longer required. So, Solana divided NATO into two strategic commands. One in Norfolk, Virginia for America, and one in Brussels for Europe. In other words, Solana split NATO down the middle.
In October of 1999, when his term as head of NATO ended, Javier Solana became the first person to hold this powerful new Office of High Representative. At the same time, he was also made Secretary General of the Council of Europe, the main decision making body of the EU. The following month, Solana also became the Secretary General of the 10-nation WEU alliance. These three positions made Solana a very powerful new player on the world scene.
On June 5, 2000, the WEU adopted its Assembly Recommendation 666. (The WEU is an entirely separate organization from the EU whose Vienna summit produced the previous document #666 creating Solana's office of High Representative.) This new WEU document recommended keeping the ten Brussels Treaty Powers together as the EU's new military wing and giving the EU's High Representative emergency powers. These are powers even the EU's president does not have. (Emergency powers are the means by which Hitler gained power in Germany in 1933.)
The following month France, one of ten WEU nations, took EU's six month rotating presidency. France immediately began implementing Recommendation 666. France announced that the Assembly of the WEU would become the Assembly for the EU's new ten-nation military wing. Then, the infamous Solana Decision followed. This decision removed from public view all documents the Council (Solana) wanted kept secret. The move was interpreted by some to be a military coup. Looking back, it is obvious that the stage was set for a ten-nation takeover of the EU, and, it was done implementing Recommendation 666.
In June, 2003, Solana delivered his ten-page security doctrine to the EU heads at their summit in Greece. It was titled, 'A Secure Europe in a Better World,' and had three basic parts. It called for:
(1) establishing economic and political stability through the EU's neighborhood,
(2) establishing a new international order,
(3) increasing the EU's civil and military capabilities to better combat rogue states and weapons of mass destruction.

Everyone loved Solana's doctrine. It pulled together the EU states who were bickering over the Iraqi War; and made possible a major new security treaty with Washington. Although many elements of this treaty are still secret, it basically established a joint EU/US effort in an international war against terror. Unlike the US, who's military is the primary weapon in the war against terror, the EU's primary weapon is economic. ('by peace destroy many' Daniel 8:25)
Solana's new security doctrine is the EU's Euro-Mediterranean Partnership for Peace (Euro-Med), combined with the EU's new European Neighborhood Policy (ENP). This Euro-Med/ENP combination is the EU's way of exercising its influence. Euromed=EU Romed -- an EU revival of the Roman Empire.
Euro-Med's covenant with many was negotiated by Javier Solana back in 1995. The agreement was between the then 15 EU member states and 12 Mediterranean states -- including Israel and the Palestinian Authority. It was Solana's skill in negotiating this agreement that caused then Secretary of State Warren Christopher to suggest Solana as head of NATO to President Clinton.
Israel's new Prime Minister, Shimon Peres, was the first to sign the ENP in November of 1995, just three weeks after the previous PM, Yitzhak Rabin, had been assassinated by an Israeli radical for his 1993 signing of the Oslo Accords seven year agreement with Palestinian leader Yassar Arafat in the White House Rose Garden with President Clinton. Oslo had failed, turning into what Israel now refers to as the 'Oslo Wars.' Suddenly, this new 1995 Euro-Med agreement seemed to make peace in the Middle East look possible.
The ENP is Solana's way of now reviving and confirming his Euro-Med Agreement. Arab countries, including the Palestinian Authority, are now also lining up for their piece of the ENP pie.
The ENP is a huge package of different types of deals, called action plans, for each participating nation. They are custom tailored to meet the needs of each country with a monitoring program included. If the country fails to perform as required, the agreement could be terminated. This is Solana's way of getting action on his Euro-Med and bringing nations into compliance.
Much of the ENP is already being implemented. However, it officially begins January 1, 2007, financed by a new seven-year funding instrument -- the European Neighborhood and Partnership Instrument (ENPI). The EU heads shape their political agenda around their budget.
The ENPI was created to finance Solana's foreign policy objectives -- the confirming of his Euro-Med covenant with many -- for a seven year period. This EU seven-year budget term is set to begin January 1, 2007. This coming seven-year budget period may set the stage perfectly for the seventieth week of Daniel.
Daniel 9:27 says 'make a firm' or 'confirm a' covenant. The most accurate fulfillment of this passage would be if Antichrist 'confirms' or 'makes strong' for seven years an agreement he had previously made. That is exactly what Solana and the EU heads are doing with their new ENP and ENPI. An EU official by the name of Margot Wallstrom agrees. She said: "As I have tried to point out, the European Neighborhood Policy does not replace the process launched ten years ago in Barcelona. It renews it, clarifies it and breathes fresh life into it."
However, EU heads face crisis with rejection of the EU Constitution by French and Dutch voters. To govern the expanded EU and continue being a global player, EU leaders need the new Constitution in force; especially High Representative Javier Solana. Of all the EU leaders, Solana had the most to lose if the Constitution failed to be ratified by member states.
The extended powers the Constitution provide Solana, rival those of EU's Presidency. The Constitution set a headline goal of 2010 for all Solana's civilian and military peace-keeping/ peace-making capabilities to be deployable. These broad-ranging assets include 13 battle groups, heavy lift aircraft, aircraft carrier, satellite communications and much more. But, thanks to the French and Dutch voters, all this was threatened.
Until WEU Document C/1915 (dated November 8, 2005), which states that all of the elements of the new EU Constitution that have to do with the EU's foreign and security policy goals -- including their new, super Foreign Minister and his global diplomatic service -- can be legally done within the framework of the WEU. In other words, as long as the WEU is around, they don't need the new Constitution.
The events above could be a foreshadow of what is coming. “I saw one of his heads as if it had been slain, and his fatal wound was healed, and the whole earth was amazed and followed after the beast.” (Revelation 13:3)
As Solana's people are quick to say, the EU's foreign and security policy needs continue. With, or without the EU's new Constitution, beginning on January 1, 2007, Solana will have a huge expense account with which to confirm the Euro-Med covenant with many for seven years.
It is not hard to see how Solana's grand security scheme could fall apart, and his emergency powers be invoked 3 1/2 years later in 2010, when all his civilian and military capabilities are in place. Solana could receive emergency authority to act for the remaining 3 1/2 years of the EU's seven-year budget term.
In March, 2005, one year after the Madrid train bombings, world leaders met in Madrid to discuss the EU and international community's war against terror. The conclusion? America and Britain have been doing things all wrong. As far as the EU was concerned, nothing much had been accomplished over the last year, because the EU member states were reluctant to give Solana what he needed to get the job done.
The EU "big three" -- France, Germany and the UK -- are members of the 10 Brussels Treaty Powers (WEU nation alliance). Their leaders were all on the scene in 1999 when the Office of High Representative was first occupied by Solana. These same three have formed a directorate to prevent Solana from doing what he was hired to do -- lead the EU member states in a common foreign and security policy. They've been in Solana's way.
Now, the "big three" may be losing influence and fading from the picture. In order for Solana to do his job leading the EU's foreign and security policy, the EU "big three" must somehow be subdued. Could these be the three kings to be subdued according to Daniel 7:8 & 24?
8 - “While I was thinking about the horns, there before me was another horn, a little one, which came up among them; and three of the first horns were uprooted before it.”
24 - “The ten horns are ten kings who will come from this kingdom. After them another king will arise, different from the earlier ones; he will subdue three kings.”
The EU 'big three," -- Frances' Jacques Chirac, Britain's Tony Blair and Germany's Gerhard Schroeder (already replaced by Merkle) will soon be stepping aside. The war against the West has entered a new phase. France is already staggered. Paris has burned under attack by young Muslim militants. The French system is confused and bewildered. In the UK, the House of Commons has rejected Prime Minister Tony Blair's attempt to strengthen their ability to fight. Blair's political future is now in question. And, in Germany, we find opposing political parties fighting over the scraps of what's left of a workable government. So much for the so-called "big 3." They are literally being plucked from power.

Decisions made in Brussels are rarely reported in any detail in the media. Brussels is already far wealthier and more powerful than Washington D.C. , but their activities are virtually ignored by the American press. Meanwhile, American power is being neutralized. Most of the world hates America, and our wealth is dissolving with the cost of war, natural disasters, and inflation.

Even in Europe the common man takes little interest in politics of the EU in Brussels. Yet they are quietly taking over the world while no one is paying much attention.
Javier Solana is a member of the 'Club of Rome, whose goal for some time has been the establishment of a worldwide government. A recent annual report referred to 'democratic deficits' and the need for 'governance alternatives.' Their Declaration states that, “the future of humankind is not determined once and for all.”

This may explain what Daniel 7:25 tells us. “he will intend to make alterations in times and in law; and they will be given into his hand for a time, times, and half time.” (3 1/2 years)
The Bible, on the other hand says God has predetermined man's destiny and history:
“He changes times and seasons; he sets up kings and deposes them. He gives wisdom to the wise and knowledge to the discerning. (Daniel 2:21)
“He said to them, "It is not for you to know times or epochs which the Father has fixed by His own authority.” (Acts 1:7)
