Since foreclosure mess, homeless advocates report rise in encampments.

One sign of the nation’s shaky economy can be seen in the growing numbers of newly homeless people forming “tent cities” around the U.S. The rise of these encampments is being attributed partly to the foreclosure crisis in the housing market, and the newest economic developments aren’t likely to ease the situation.

Nobody knows the exact population of Tent City, but the area has swelled beyond expectations.
The dusty, undeveloped city-owned parcel at Cucamonga Avenue and Jefferson Street is filled with tents, campers and makeshift shelters.
"It took on a life of its own," Mayor Paul Leon said. "It didn't occur to us it would grow to this size this fast, which reflects the need." The area, just west of L.A./Ontario International Airport, was created in July as a haven for the city's homeless. It has grown to include 300 to 400 people from throughout the region.
"It's growing and it's growing," said Carlos Villalobos, a Tent City resident the past four months. "And I haven't seen nobody leave." Villalobos said the encampment is popular because police, for the most part, leave people there alone. Police would typically harass homeless sleeping on the streets, he said. The city also provides water and bathrooms, and picks up trash. Churches regularly provide food, Villalobos said.
Ontario was lauded by some people for giving its homeless a place to stay, rather than chasing them out of town or ignoring them. But some Ontario residents are upset about the arrangement. "I understand something needs to be done for these people, but I don't think the answer is Tent City," said Antoinette Hernandez, a 30-year resident. "You're just asking for sickness, violence or other problems."

From Seattle to Athens, Ga., advocacy groups and city agencies are reporting the most visible rise in homeless encampments in a generation.
Nearly 61 percent of local and state homeless coalitions say they have experienced a rise in homelessness since the foreclosure crisis began in 2007, according to a report by the National Coalition for the Homeless. The group says the problem has worsened since the report’s release in April, with foreclosures mounting, gas and food prices rising, and the job market tightening.
“It’s clear that poverty and homelessness have increased,” said Michael Stoops, acting executive director of the coalition. “The economy is in chaos, we’re in an unofficial recession, and Americans are worried, from the homeless to the middle class, about their future.”
In Philadelphia, homeless individuals on the streets have built scattered encampments in alleys, under train trestles, or in park areas, but nothing that meets the level of a tent city.

NEVADA TENT CITIES RISE IN SHADOW OF CASINOS
Here, in the shadow of the giant casinos which mark the downtown landscape of this northern Nevada gambling mecca, as many as 150 people lived in a tent city until last weekend, one of a number of emergency shanty towns that sprang up in U.S. cities this past summer.
With winter approaching, Reno's tent city was dismantled last weekend, but some homeless are still trying to find shelter.
There are fears many more tent cities will rise next spring as more homes and jobs are lost in this country, a grim sign of the inheritance awaiting a new president, Barack Obama or John McCain.

CITY WANTS HOMELESS TENT CITIES TO BE SAFER, CLEANER
The City of Spokane is considering a new draft ordinance to help regulate the homeless tent cities that popped up around town last year.
The City will not ban the encampments, but instead wants to make them cleaner and safer when they do pop up.
Many homeowners complained last year when tent cities appeared and one location was close to a school and had sex offenders living there.
