What is a generational curse and how does one incur such a curse? Is it fair for offsprings to be held culpable for the deeds of their forebears?
Is there a legal system in the world that hold the children responsible for the deeds of their parents?

The generational curse is that what the father/mother do around their children is then learned by the children and done around the next generation and on and on it goes. UNTIL someone in the chain chooses faith, and by faith obeys the Lord Jesus Christ, then the curse is broken and the next generation does not learn it and do it. If you are not of faith, you can change what has gone on in your line (it must be going on if you don't have faith and are asking many provacative questions on the forum board) by taking Him/His sacrifice by faith and letting Him work in your life and family.

Generational curses
Generational curses are not what parents do around their children and the children see what they do and carry on with it, until they become believers. generational curses are those sins that are done, that "settles" in your bloodline. let's take an extreme example.
my mother's family was involved in a cult for many generations, above that my father's family might have been involved in freemasonry. my mother and father does not know about these activities because we are a "christian" family for 3 generations. the people who did know about this are dead or close to death.
the cult has bring a curse on the family of infertility and health problems for many of the women. no matter how well we look after ourselves all the women in my mother's side of the family are plagued with cancers and sists of the womb. many has to go for operations before they are 21, to removed these sists or cancers. (this really happen in my mother's family, as far as i know they still have it)
the freemasonry could bring a curse of poverty, unemployment and divorce in the family. no matter how hard my father could have worked, we might have always lived just lived above the breadline. (this is just an example, i don't know if there were any freemasonry, although i suspect something similar.)
even thought these curses won't affect your salvation, it normally would make your life difficult. reading deuteronomy 28 will give you a few example of what could be generational curses, stuff that could carry on for many generations, that could have been avoided, should we keep to God's word.
how do we deal with it?
easy, get someone who can do deliverance. they should be able to help you. we all are suppose to be able to do deliverance, but because of sin in our lives it is saver to get someone who are clean before God, with NO SIN in their lives. let them help you to renounce these things, even if you are not sure that your family was involved. if God press it on your heart, renounce it, it was most probably done somewhere in the past. believe that God has taken it away and then go live accordingly.
by renouncing the cult and everything else that i suspected could cause a problem, God broke the curse of "female" cancers in my bloodline. it is now forteen years that i asked God to break the curse and i can thankfully say that i never had to go to a doctor for anything like that. it is not even worth my while to get a medical aid, because my medical expenses a year is less than 1/3 a month's contribution. yes, i know, you never aught to take changes, but work out the odds: a family of five and the worst that happens is flu, maybe once a year. sometimes, i prayed that God will allow me to get sick so that i can just take a decent rest. this is for the last fourteen years.
if you think of christians who is battling with alcoholism, see whether it was in their family before. you might find that Father, and grandfather had thesame problem. renounce the alcohol dependancy, bind the bachus demon, and send it packing.
let's call a spade a spade. the devil has legal right in any family that has unrenounced sin. once you have renounced it, the demon will not have a foothold anymore and you can start enjoying the blessings God has in store for you.
Exodus 34:7 Yahweh is a compassionate and gracious God...maintaining a faithful love and truth to a thousand generations, forgiving wrongdoing, rebellion and sin. but He will not leave the guilty unpunished, bringing the consequenses... to the third and the fourth generation. (read the whole section.)
i don't think there is a system like this in the world, but in some cultures, like some islamic cultures, the women will get killed for adultry, while the man committing the adultry with the woman will not die. (Someone to confirm this?)

many people does not know what the real mccoy is, and it ddoes not seem you do either. i am not attacking you or being ugly, but please be careful. that answer was not fair. in the spiritual world there are a lot more than meets the eye. we are dealing not with just the obvious. you should read your Bible.
i've seen satanists being released and delivered by renouncing generational curses, after accepting Christ and i have seen many so called christians tied down by the curse of addiction to cigarettes and alcohol, because they refused to renounce their "pet-sins." trust me, when i say that the ex-satanists, saved for maybe a year or two are receiving more blessings from God, than those christians that are harbouring sins of unforgiveness, alcoholism, addiction, anger, violence, etc.
many people do now this kind of stuff, because we grew up with parents who might have believed that if we do not bother the devil, he won't bother us.
i want to encourage you to get as many books and literature on these subjects as you can. it will open a whole new perspective, FOR ANYONE WILLING TO LEARN. (I'm not shouting, just emphasising)

if anyone has more questions on these kind of subject, i will gladly try to help. do i have knowledge on these kind of subjects? yes. i am a third year pastoral student in a counselling centre and even though i don't do counsellings as a counsellor, i do teach from time to time, and i sometimes counsel on a smaller scale with other counsellee's and counsellors. we are a counselling centre, a training centre and then a church. i admit that i don't know everything that could be known, but God has given me two great teachers and He told me to sit at their feet to learn. if i don't know something, i will find out and come back to you.
by God's grace, i have learned a lot from people and discussion like these. it is scary to see how little the average joe soap on the street know about all spiritual things. we are to teach each other.

Generational curses are indeed bloodline curses. Deuteronomy or 28 lists them some 54 times I believe.
Adam sinned and passed that cursed nature down to all of us.
God set these things in order to be this way so instead of asking "what legal system would punish the children of the transgressors" as Pointus asked, why just not live holy and if we cannot care for our own souls at least "think of the children" as the saying goes.
When our sons or daughters court the prospect of marriage, the first question anyone asks is: "Does he or she come from a good family"? If generational laws were not in motion the question would be rediculous.
The other aspect is that God has a tendency to forbear punishement for sin for the sake of the person and also invoke a blessing for the obedience of the same. He gave Solomon peace all of the days of his life because of the obedience of David his father. So we can ride the horse both ways.
The other aspect of "visiting the iniquity of the fathers upon the children" (Ex 20:4) is that when a person makes a covenant with death or an agreement with hell, or merely falls into sin, he and the entire body of the person is made party to the transgression including the seed that is in the body so there is contract made upon children as well. They grow up and are harassed, driven, or tormented by evil spirits of whatever flavor and have no idea that it is because their ancestors were wicked or acted wickedly.
If the blessing of Abraham can be passed on to his seed then so can the reward of unrighteousness be passed on to our seed.
The clearest example of this is when the sons of Israel sold their brother into slavery in Egypt. They themselves became slaves for at least 160 of the 430 years they were in exile in Egypt. The sons of Israel lived out their days strangers in the land of strangers, but prospered. Their children however became the slaves of a "Pharoah who knew not Joseph". They were under that recompense of their fathers sin until the deliverer (Moses) came.
What has been accomplished through the suffering and sacrifice of the messiah is that an entrance into the blessing of Abraham has been made available to those who wish to sow a new crop. It may take some time for the fruit to be revealed, and a whole lot of weeding to do, but we can bring forth much fruit unto holiness free from the domination of spirits unseen but always heard. I am thankful to the Lord Jesus CHrist that my children will not have to suffer or be tormented by alot of evil spirits that I have had to contend with because I have learned the value of confessing the sins of my fathers as did Daniel and Neimiah. I am thankful that my children were not born with mental deficiencies, open spines, and other problems because at some point I obeyed from the heart that form of doctrine that was delivered to the saints of old.

We come from a long history of abusers.........my sister and I decided to break the chains of abuse in this generation. Thank God our kids didn't grow up as we did. Our poor mother didn't know how to break the curse, my poor grandparents didn't know...our great grand parents didn't know, so on and so forth....................But, through Jesus everything is possible. Jesus sets the captive free.

Your mother is one generation; your grandparent is two; your g-grandparents is three; adding you makes four.
But you could be the generation that can end the generational curse but the Lord God does not say that any other generation will suffer punishment except those that do not keep the sabbath. The Lord says, 'I will visit the iniquity upon the third and the fourth generation of those who do not keep the sabbath.' There is no mention of any generational correction other than those not keeping the sabbath. You cannot say, 'Well, his brother killed somebody, so he's in the 4 generational curse.' Or, his parents abused him, so he is going to be an abuser.' Y'all need to read something besides the bible, because you screw that up in your interpretations!
It does not say, 'Thou shalt not kill and I will visit the iniquity upon the third and the fourth generation of those that do kill.'
There is no generational curse besides the ones who do not keep the Sabbath. That should generate a little fright!
You know that a thousand years is equal to one day with the Lord and one day a thousand years.
That's a pretty long Sabbath, don't you think? But, when did it start?
The Lord Jesus Christ will reign during those thousand years, but when? 1916 to 2016? 1948 to 2048? 2012 to 2112?

I think all the answers are correct... You all just say it differently. Some may say 'curse' others may say 'in the genes'. One person saw 'cause', the other person saw 'effect'...
Both instances require renouncing/repenting/coming to Jesus/etc and intervention from a 3rd party...
The most important part is being that 3rd person:
To Belinda's point: praying, interceding, deliverance, etc.
To Rainbow's point: positive influence like a good sports coach, youth pastor, teacher, neighbor that can show a 'different route'
